Industrial environmental control

Industrial environmental control in Kazakhstan is a comprehensive measure aimed at preventing, identifying and reducing the number of negative changes in the environment. The control procedure is carried out by the environmental service bodies of budgetary companies of the Republic of Kazakhstan and includes monitoring the implementation of measures for the rational use of natural resources, compliance with quality requirements in the course of industrial, agricultural and other areas of activity.

Industrial control of atmospheric air is an integral part of the IEC and must be carried out by enterprises where emission sources are located.

 

Why is industrial environmental control necessary?

 

According to the Law "On Environmental Protection" of the Republic of Kazakhstan, organizations are required to develop environmental monitoring programs, taking into account the requirements and norms of legislation.

The management of any enterprises engaged in the extraction, processing of oil products, chemicals and other hazardous substances are required to organize continuous pollution control using automatic environmental monitoring systems - ASEM, taking into account legislative norms for the implementation of environmental protection measures. Each PEC program is developed individually, refers to the internal documents of enterprises, and includes the specifics of the production.

Objects of the first, second, third hazard categories include:

 

  • warehouses for storing raw materials, materials, finished products;
  • workshops/shops that are sources of industrial emissions/waste;
  • waste gas or waste water purification systems;
  • sources of pollutant emissions (stationary and mobile);
  • contaminated agricultural land or water body;
  • sanitary protection zone at the enterprise;
  • a source of emissions of potentially hazardous substances into the sewer system or water body.

 

The purpose of the PEC

 

Environmental control of environmental pollution pursues several main objectives within the framework of industrial environmental monitoring:

 

  • control over the rational use of natural resources and their restoration, environmental protection;
  • compliance with safety standards for the protection of environmental resources.

 

Environmental control measures include:

 

  • timely development and compliance with the established limit of standards for permissible negative impacts on the natural environment and the corresponding permit for the company's activities;
  • control of the permissible amount of pollutant emissions/discharges and levels of biological/physical impacts;
  • rules for the operation of nature protection structures and equipment.

 

All types of work must be carried out in compliance with environmental requirements.

 

Levels and types of environmental monitoring at the enterprise

 

Industrial environmental control in Kazakhstan is an integral part of environmental management, including a two-level verification system.

Monitoring compliance with legal standards, local technical and regulatory documentation in the organizational unit of the structural division of the organization and the involved enterprises. Responsible persons are appointed by orders of the heads of structural divisions, whose duties include timely inspections of handling hazardous waste.

 

Monitoring compliance with the conditions of work with waste and other substances that can harm the environment. Responsibility lies with the managers who perform full monitoring of industrial environmental control.

 

There are two types of such control:

 

  • Documentary (chamber). With verification of documentation, established by legislation ("Environmental expertise") and environmental standards.
  • Ecoanalytical. With sampling and analysis of the composition of samples/specimens of runoff, waste, industrial emissions (with biotesting, quantitative chemical analysis).

 

What documents establish environmental control requirements?

 

In addition to the main law, the PEC is also regulated by other regulatory legal acts:

  • Orders of the Ministry of Natural Resources (regulating the rules for drawing up plans for planned measures and a list of the most important methodological instructions used in preparing reports on the work carried out with established reporting forms).
  • GOSTs are national standards that establish the rules for implementing environmental control, taking into account the rules for drawing up an event plan.

 

Penalties

 

In case of failure to implement industrial environmental control programs, administrative fines are provided. For an official - up to 20 monthly calculation indices, for a legal entity - from 20 to 100.

In case of serious (irreversible) violation of environmental control requirements, criminal liability is provided.

 

Who is conducting?

 

Monitoring emissions and waste at production facilities is a responsible procedure that requires experience, special skills, and a level of professionalism. Experienced companies with a good reputation specializing in environmental control at production facilities should develop programs for industrial environmental monitoring. Independent preparation of documentation may lead not only to fines, but also to suspension of the organization's activities.

Responsibilities for conducting industrial environmental control

 

An institution and individual entrepreneur engaged in economic activity at a facility of the first, second, third category are required to develop a program for the IEC. The main data included in the IEC report are information on the control of discharges, emissions and air condition when industrial control of atmospheric air is carried out.

The management is engaged in collecting, storing, documenting information on the results of the work.

 

Features of the event

 

The authorized employee of the company must reflect the following data in the industrial environmental control program:

 

  • the amount of pollutants released into the air (over certain periods);
  • volume of emissions of harmful substances;
  • the amount of consumed and produced waste;
  • names of persons/departments responsible for the event, as well as the name of the testing laboratory (outsourced or in-house);
  • places from which samples were taken for analysis;
  • regularity of environmental monitoring;
  • measurement techniques.

 

Who and when is developing the PEC project?

 

Special services organized within the structure of industrial enterprises. Environmental control and monitoring programs are compiled annually, approved by directors, and headed by chief engineers.

 

Sections may include several blocks. The summary includes:

 

  • General provisions (with basic data on the facility, its impact on the environment, the name of the authorized bodies to which reports on the preparation of measures and results are sent).
  • Information on inventory (with sources indicated).
  • List of information on existing contracts/permits for the provision of use of a treatment facility, sources of water discharges and their accounting.
  • Data from the conducted inventory of industrial waste, indicating their locations.
  • Information on the frequency of sampling/sampling (with indications of schedules, lists of regulatory documentation, deadlines).

 

List of initial data for preparing a report on industrial environmental control:

 

  • document on the institution's activities;
  • company details;
  • certificate of the unified state register;
  • confirmation of the right to place companies on land plots;
  • list of technological equipment;
  • descriptions and characteristics of production processes;
  • approximate lists of all available waste;
  • contracts for the acceptance, transportation, disposal, burial of waste;
  • orders on the appointment of persons responsible for compliance with environmental legislation;
  • protocols of soil/air/water studies;
  • information on the availability of treatment facilities.

Procedure and deadlines for submitting the report:

 

  • selection of performers;
  • collection of the necessary documentation package;
  • execution of work (document analysis, development of a program for conducting measurements/research);
  • implementation of full control;
  • submission of a document with the results to the controlling territorial authorities.

Deadlines: up to ten calendar days.
